Assuring quality health care is a major challenge for the NHS . To manage the quality of primary care services to the Ministry of Health implemented in 2011 the Evaluation Program of Improving Access and Quality of Primary Care (PMAQ). The objective of this research was to evaluate how this process of accession to PMAQ by managers of Basic Health Units in the microregion of CidadeTiradentes in São Paulo. The method used was a descriptive, exploratory study, case study with a qualitative approach, carried out between October and November 2013 through semi-structured interviews with 03 managers of the proposed micro-region in the objective of this study. The collected data were analyzed using thematic analysis of the modes of content analysis, through the steps of reading and exploration of the material , creating categories and links them with theoretical frameworks method. All respondents state that PMAQ was stuck for at least 1 year, questionnaires internal review had been completed in 2012 and repeated in the second half of 2013. Observed that the prerequisites proposed by the program have been met, the teams were trained and sensitized and changes in work processes were implemented to fit the PMAQ. It is concluded that despite the formal implementation of the program managers do not use the same as a quality management tool in their units and not relate the changes to the membership.
