Resumo

In the current disruptive competitiveness, the limited competency base of organizations, coupled with the dynamics of innovation, where the value-generating activities are shifting and becoming increasingly inter-dependent, is driving firms, institutions, and public entities to building and develop networks inclusively in a global scale, for improve their technological development and competitiveness. This kind of networks is also being used by governments around the world as a critical factor to building robust innovation systems and as a mechanism to orient public policies. However, there is also a claim for the modernization of network’s roles, and also for a greater use of Information and Communication Technologies (ICTs) in order to take advantages of the enormous potential of ICTs. This paper reports results from a study that examines in a comparative perspective some relevant frameworks existing in the literature for management innovation networks (IN) and the role that ICTs have in this process. Analysis of the literature revealed two visions about the role of ICTS in innovation networks: one is a traditional position, where ICTs have a secondary role and the physical interactions are the most relevant aspect to obtain critical innovation. The, another one is a contemporary position, where ICTs have the most relevant role and virtual interactions and connectivity are considered the most fundamental aspects to obtain the critical innovation. This last vision also considers that virtual innovation systems are the best way to promoting innovation. It is considered that the process of management innovation networks is critical because its quality influence the direction of technological development and competitiveness of firms. It needs to be supported in a practical, dynamic, systemic and hybrid approach. Radical approaches only affect their innovation quality in a negative form. The method was bibliographic, documental and exploratory.
